Do both computers need to be connected to the internet to use telnet?

My friend wants me to test telnet with him..I got his ip address by viewing the headers in an email he sent me. I tried to telnet that ip address listed in the header and it wouldn’t connect. Can you do that? Do both of the computers need to be on?
