There are many free forum applications available online. But let me warn you customizing and setting up a forum requires basic knowledge of database ( mysql or sql server ) php, css and html. It also requires knowledge of server configuration, file properties etc.
I suggest you buy VBulletin one of the finest forum software. OR go for a free version.
